I was in a game and tried to silence a Druid of the Claw and noticed that it didn't remove the two health. One other thing I noticed is that Druid of the Claw has white health number when you choose the taunt and +2 health option and the Ancient of War has green health number when you choose +5 health and taunt.
After you figure out that green and white numbers represent if a silence will reduce a minions's bonus attack and/or health, but when they've taken damage, it's even more confusing.
Back to the original question. Why are these two cards handled differently when you silence them? I'd completely understand it if the Ancient of War was a battlycry effect rather than the choices you're presented when you play it. These two cards are not very intuitive if you ask me.
This is a great question and one that is asked quite often on Reddit and Battle.net. Looking at the cards, you would think that they would work exactly the same, but they don't! I think Blizzard made the decision to make these card text/mechanic less intuitive in exchange for what they see as more balanced. I don't agree with it, but I think they can justify it by making it clear(on undamaged minions) that you can silence and reduce a minions health or damage that has green numbers.
In a card game like MTG, this would never fly. Rules and mechanics are strict in MTG. You won't see any green numbers or asterisks next to card mechanics. If something works differently, they clearly describe it in the cards text.

Little War Game - Free To Play Browser Based RTS GameYou can't get any more indie than this little gem that I discovered today. The game is called Little War Game and it's a free to player browser based RTS developed by a single person. I'm not usually a fan of browser based games, but this game has really impressed me.
